I think there would be hesitancy to change because there is comfort in the familiar. Fear of going backwards, losing momentum or not achieving the desired result wanted by making the change in the first place would likely cause hesitancy

churches leaders are reticent to make changes to the governance structure of a local church.
No one wants change /fear might not work. And sometimes the hardest things to deal are the Board of the BOARD.
As the church leader growing in relationship with the body, prayerfully and explaining and tell them some reasons and give a try ,might work.
